SCDI representatives gave a keynote at the annual congress for municipal CFOs in Malmö, Sweden. The talk was about how the municipalities need to increase their utilization of capital expense to move away from operating expense funding. The rationale is research clearly showing how digital transformation is negatively impacted by certain configurations in the funding models applied.
